[I] Handle empty strings in form string lists (tooling-trusted-releases)
sbp opened a new issue, #1669:
URL: https://github.com/apache/tooling-trusted-releases/issues/1669
`to_str_list` preserves empty strings (`""`) in the list without filtering.
```python
def to_str_list(v: Any) -> list[str]:
# TODO: Might need to handle the empty case
if isinstance(v, list):
return [str(item) for item in v]
if isinstance(v, str):
return [v]
raise ValueError(f"Expected a string or list of strings, got {type(v).__name__}")
```
