   Echo what Kadir mentioned in PHOENIX-5541 "Geoffrey Jacoby, just to note that this code path is not used by the new design (IndexRegionObserver)" -- if this is the case, doesn't it mean we should remove the whole code path which isn't used in the new design. If it is still used by the old design, does it mean we should run the performance testing again to rebuild the baseline?
