Initial check-in of release/tomcat is complete.

Accessing dev/tomcat from dist.a.o is perfect.

Regarding commit emails, the version of ezmlm in use does not permit wildcard allow lists and the Tomcat community does not wish to change the mailing list config, nor add another mailing list. Therefore, it looks like adding access controls to the tomcat release tree is the way to go.
