VCL-438
allow new users to be added to VCL when shibboleth authentication is used without LDAP

added commented out section of 4 lines for setting up $affilValFunc, $addUserFunc, and $updateUserFunc for shibboleth affiliations where it is desired to be able to add users without validating them against LDAP
