[jira] [Created] (HBASE-29894) Upgrade balancer related UTs in hbase-server to junit5

Duo Zhang created HBASE-29894:
---------------------------------

Summary: Upgrade balancer related UTs in hbase-server to junit5
                 Key: HBASE-29894
                 URL: https://issues.apache.org/jira/browse/HBASE-29894
             Project: HBase
          Issue Type: Task
          Components: Balancer, test
            Reporter: Duo Zhang

We have some balancer tests in hbase-server module which extend the BalancerTestBase, we need to upgrade these tests to junit5 too.
