[Airflow 1517] Kubernetes Operator PR

Hi guys!

We've finished the first feature PR for the airflow kubernetes integration,
and I would love to open it up for discussion/review to make sure we meet
the needs of the community at large :).

Please take a look here and let us know if there's anything you would like
us to add/fix!
