Using LGPL [Was: DO NOT REPLY [Bug 38846] - [VFS] New provider: iso9660]

I think we can go ahead and allow this pretty soon Mario, as long as
we never distribute the LGPL jar.

The only proviso being that VFS should not fall over if the LGPL jars
are not available (and their features unused).

This is a policy change going through at the moment, should be
announced sometime next month.

(have reopened the bug so it won't be lost - hope you don't mind)
