[I] rewrite the devel tools and the web upload [openserverless]

sciabarracom opened a new issue, #36:

   Fist, move the `nuv web upload` to `ops util uplod` and implement them using the `s3` endpoint
   
   Then rewrite the javascript based tools under `nuv devel` should be ported to `ops devel` and also should use the s3 endpoint, not the actions.
