I noticed that this task isn't being explicitly being tracked under JIRA so I have raised this ticket to cover and to scope this permit-to-work.  The work is being carried out by the reporter, Terry Ellison, under the review / supervision of Gavin McDonald, Daniel Shahaf et al.

The scope is to do the base configuration of the ooo-forums machine, including the configuration of the virtual HDDs, the loading of the standard Ubuntu repository components, the setup and a role account and group, phpbb, to enable application developers from the OOo incubator project to carry out routine application support of the phpBB application suite from within their normal interactive accounts.

/etc/sudoers will be configured to permit developers within the phpbb group to carry out certain service operations relating to services which are only used by the forums (phpbb role), e.g. start/stop apache2.  

This task is completed when (i) project developers can do routine work; (ii) all CM items have been checked in and reviewed in svn including at a minimum:
*  Machine setup documentation in /infrastructure/trunk/docs/ooo-forums
*  /etc files under CM in /infrastructure/trunk/machines/vms/ooo-forums.apache.org

Note that project-specific work carried out at unprivileged interactive login by developers from the OOo Incubator project falls under project control and is outside the scope of this task,
