webapp - jsps in apache root

Is there a way to configure webapp so that it will process all jsps in the apache document root? Does it require some modification to my server.xml file?

specs - Tomcat 4.0.3 | Java SDK 1.4.0 | Apache 1.3.24 | Redhat 7.2
