Mike, this is an interesting bug report.
I can reproduce your problem with ant 1.6, although the outcome is slightly 
different (I get an error message "reference foo not found").
I have tried to pass a reference to a fileset instead of a filterset in a 
similar build file, and it did not work either.
I am changing the title of your bug report to "references are not passed by 
antcall"
