Resolution: Works for Me
I've installed Jetty 9.4.11 on a fully patched Windows Server 2019 and then run the provided install script. There were a few issues that required fixing (pick up JAVA_HOME from the environment, not the value set in the script; a few paths needed "C:" added to make them absolute) but once they was fixed (and there were suitable error messages in the logs for each issue) the service started without error.
Please do not re-open this issue unless you can provide the steps to reproduce it on a fully patched Windows 2019 server with the latest Commons Daemon (currently 1.2.2)
