I'm just passing this along in case people don't know about it.  Anne Mitchell,
formerly of Habeas, Inc.  is working on a new project, isipp.com.   I can't
personally vouch for ISIPP, but Sonic has worked with Anne for a long time and
she is a active member of the community.

If I understand correctly, it may be possible to use these lists for negative
scoring rules.  I don't believe they are as easy to abuse as the Habeas rules. 
They are getting prepared for an anticipated high query load.
