xerces API and string encoding conversion

Hi,
  Question: Is the Xerces API supposed to be handling encoding
conversion between the document encoding and Java's internal UCS2 encoding?
If so then Node.getNodeValue() isn't doing it. If not then could
someone please note that in the API documentation or possibly even
provide another version of getNodeValue that does handle that?
