[I] [SUPPORT] Specified partition compaction [hudi]

TheR1sing3un opened a new issue, #11873:

   Is there any ways to specify which partitions to be compacted?
   For example, in a date-based partitioning scenario, we can specify which partitions to merge, such as only the last seven days.
   We can also provide a regex to specify partitions which match its pattern to be compacted!
   By the way, If there is no corresponding method at present, I would like to propose a pr to contribute my own implementation～

   Thanks for this @TheR1sing3un . You are right. We dont have any way other than [hoodie.compaction.daybased.target.partitions](https://hudi.apache.org/docs/configurations/#hoodiecompactiondaybasedtargetpartitions)
