[I] Relax mandatory requirement for `start_date` when `schedule=None` [airflow]
eladkal opened a new issue, #35199:

### Body
Currently `start_date` is mandatory parameter.
For DAGs with `schedule=None` we can relax this requirement as no scheduling calculation needed so the `start_date` parameter isn't used.

Hey, This is my first contribution and I have been working with airflow for
a year.
I thought I could start with this issue as it is a good first issue and I
had faced the exact same problem while using it.
