Problem with Message Resources properties file..

 Hello, I've got a problem with using message
resources.

 I created a message resource definition in
struts-config.xml file;

 <message-resources
parameter="iyte.oi.ApplicationResources"/>

 Then I created a properties file named
 ApplicationResources_tr.properties....
 
 However, even though I used a _tr extension in my
property file, the Turkish characters that are
retrieved from the property file do not appear as they
should on my Web page... What else must I do to make
them appear as they should?
