As of this writing, we have a SolrJ-Zookeeper module finally. But users need to know to depend on Solrj-ZooKeeper or else they will get an annoying surprise when they upgrade to Solr 9.1. It occurred to me that on branch_9x we can modify the build to have a dependency from SolrJ to SolrJ-ZooKeeper so this doesn't happen. And of course move the upgrade notes written about this dependency to 10x because a user won't have to do anything. I'm writing about this here in the parent issue because there will be other modules and we'll have the same decision to make in a consistent way.
