    CLIMATE-502 - Transition frontend tests to new frontend

    Initial test transition to the new frontend. There are still a number of missing and broken tests that need to be addressed separately. Look for an update to [CLIMATE-355](https://issues.apache.org/jira/browse/CLIMATE-355) soon with information on which tests need more work.

    Fix broken karma config import and adjust default browsers
    
    - An angular-scenario import was causing all tests to fail if it is
      left uncommented.
    - Add Chrome browser option and plugin to config but keep PhantomJS as
      the default.
