embeding stylesheets

i trying to make work embeding stylesheets with latest xalan-c

after looking at example from http://http://www.w3.org/TR/xslt section 2.7
i don't understand the meaning of note:

NOTE: In order for such an attribute to be used with the XPath id
function, it must actually be declared in the DTD as being an ID.

i don't know xml well. so is it possible to have self-contained example,
something like $XALANCROOT/c/samples/SimpleTransform/foo.x[sm]l
in one file. can anyone help with that?
