[FYI] Accessing Apache ORC snapshots

Hi, All.

Apache ORC snapshots are available here like the other Apache projects.


https://repository.apache.org/content/repositories/snapshots/org/apache/orc/orc/

    - 1.7.0-SNAPSHOT
    - 1.6.7-SNAPSHOT
    - 1.5.13-SNAPSHOT

Currently, we are using `GitHub Action` to publish it at every commit.

Please let us know if you find any issue with Apache ORC snapshots.
