Email notification of artifact upload

Is it possible to have Archiva send an email when a new artifact is 
uploaded to a repository?  Could this be implemented as a consumer?

Hi Tim,

We currently only have RSS feeds for this. I don't think it's possible to
implement this as a repo consumer for 1.3.x and below, but it should be
possible to implement as a plugin in the new repository API (the one in
trunk).
