[VOTE] migration to new apache/brooklyn* repos
This is a vote on a proposal for the migration of the Brooklyn codebase
to new repositories.
We propose to request the following new git repositories at Apache:
* brooklyn
* brooklyn-dist
* brooklyn-server
* brooklyn-ui
* brooklyn-library
* brooklyn-docs
This is in addition to "brooklyn-client" (pka "brooklyn-cli") which is
being voted on separately.
We will also request that the current incubator-brooklyn project be
copied with history into the above projects as described below [1].
And we will request that in the history-copying process we drop a
handful of large binary files, listed at [2]. These never should have
been checked in, many pre-date the move to Apache, and most absurdly
they cause a checkout to be extremely slow and take up many hundreds of
MB more than it should. This has been discussed on the infra and
brooklyn lists at [3] with several comments in favour and none against.
The history in "incubator-brooklyn" will remain untouched.

[] +/-0, non-counted vote to express a disposition
[] -1, do not accept this proposal (please give your reason(s))
The vote will remain open for 72 hours. For the avoidance of doubt,
this proposal will not be effected immediately if it is approved; given
the disruption it will cause to active developments the implementation
will be effected only after co-ordination on the mailing list.

I think the proposed repo breakdown+organization is very logical, but my
concern is that it spreads everything out amongst too many repos,
potentially making it more difficult for newcomers to get a handle on
things and creating too many scenarios with groups of dependent PRs across
several repos.
It's fine with me if we do decide to proceed with this proposal, but I
think the above concerns are worth considering (thus my non-binding vote).

LICENSE
NOTICE
README.md
.gitignore
.gitattribues
pom.xml
All of these except pom.xml would also be present in every *other*
repository, with minor modifications. This repo is not pulling its
weight.

My recommendation: drop `brooklyn-dist` and put all of this stuff into
`brooklyn`.
I'm with Mike on this one; 6 repositories - now 7 if there's a new one
for the Go CLI - risks overcomplicating things (and not just for
newcomers).
A top-level project for the distribution and odds and ends, plus
projects for "server", "web UI", "CLI" and "docs" is IMO acceptable -
to most observers it's a logical split and people would know where
they need to work. I'd accept "library" on the basis that we're trying
to obsolete it by having a catalog of pure-YAML blueprints, but I
suspect that it is going to hang around for quite a long time.
