hi, yeah so any usernames not in our own jira instance here will get created upon import. 
However, if any of those missing usernames already have a matching account on our jira instance (and possibly belonging to a different user) then that account will get used and could have side effects if that user is not confirmed.

Best thing to do - and we have done this before - is to map all unmapped users to a $prefix-$username example uer 'bill' becomes 'impala-bll' or 'imported-bill' etc.
