Unable to edit a bloggers blog from the global administrator

When using 3.1 as a global administrator I was able to view, manage and edit
a users blogs.  After converting to 4.0 when I edit a User I get the 'Change
users profile and admin permissions'  At the bottom of the page where there
should have been a list of the users Weblogs, I just get the message  ' User
is a member of no weblogs.'

I can verify that I have the same issue with 4.01 RC3 and RC8.
