Done.  Attached patch contains a fix over the previous patch: was missing a cmdline arg {{SHIFT}}, so cmdline parsing was an endless loop.

I also noticed that on Windows, {{bin\solr healthcheck}} was not respecting {{ZK_HOST}} in {{solr.in.cmd}} (this is not a problem under \*nix).  The attached patch fixes this.
