### Describe the bug
oss seems to percentage encode the percentage encoded string.
This is the error:

The error shows that the path I input is ` test_dir_recursive/2024-7-10%2010.55%E6%8B%8D%E6%91%84%E7%9A%84%E5%BD%B1%E7%89%87.mov` which is encoded, but the uri's path is `/test_dir_recursive/2024-7-10%252010.55%25E6%258B%258D%25E6%2591%2584%25E7%259A%2584%25E5%25BD%25B1%25E7%2589%2587.mov` which encodes the path again.
### Steps to Reproduce
just encode the path before call the func.
### Expected Behavior
should not encode the path if the path has been encoded.

Hi, this is intentional. Please avoid encoding your path before submitting it as `path` to opendal.
