As a follow-up to [https://github.com/apache/arrow/pull/13416] add changes to the {{conftest.py}} that evolved from other docstring PRs from the umbrella issue https://issues.apache.org/jira/browse/ARROW-16091 .

Specifically the use of {{doctest_namespace}} and {{{}tmp_path{}}}.
