### SUMMARY
1. Currently while loading example if there is no `admin` user loaded previously it will fail with:
`sqlalchemy.orm.exc.FlushError: Can't flush None value found in collection Slice.owners` ([details](https://github.com/apache/incubator-superset/issues/11360))
Added more meaningful error which will stop the script.
2. Updated `setup.cfg` `known_third_party` - added tests as pre-commit suggested.

I think raising an Exception is good. Thanks for catching and fixing this error!
Maybe we can change the default "admin" user to the first user in db, too? In case users used `superset fab create-admin` to add the first user but didn't set `admin` as the user name.

Mmmh, both these assumptions are dubious. I think we'll re-think and re-write the `load-examples` routines once we have solid export/import that @betodealmeida is working on.

Mmmh, both these assumptions are dubious (having a user named `admin`, or that the first user to be created is an admin). I think we'll re-think and re-write the `load-examples` routines once we have solid export/import that @betodealmeida is working on.

@ktmud I assume that admin is required in `owners` and in `created_by`, that's why I suggest add exception. Other option would be add only printed error, and let it load data with `orners=[]`. WDYT?
