### Is your feature request related to a problem? Please describe.
Currently, Polaris distribution LICENSE and NOTICE lists all versions for dependency and put required LICENSE inline.
### Describe the solution you'd like
I propose to simplify that with:
* list the dependency grouped by license type (not the versions)
* create a `licenses` folder where we add all dependency license content (instead of inline)
The purpose is to simplify `LICENSE` and `NOTICE` and smoothly update the dependency.

@jbonofre do you think its a 1.2 blocker ? seems like this is an enhancement, if yes can i move this to 1.3 or later ?

@adnanhemani I gonna work on this one asap. We should have this in 1.4.0 release, or update the `LICENSE` and `NOTICE` file.
I consider as a blocker for release. Please ping me before cutting the branch, I will let you know where we are on the legal standpoint.
