is there a guide to deploy netscaler on ClousStack ?

Could you explain how you are trying to use the NetScalers? The exact method would depend on what you are trying to achieve.

You cannot deploy Netscaler in cloudstack.  Configure it outside the CloudStack and then add the NS device to CloudStack as LB provider and then CS can use it as LB service provider for VLAN based guest networks.
