### Affected version
3.6.0
### Bug description
After upgrade from 3.5.0 to 3.6.0 `excludedGroups` config element appear to no longer have any effect.
The cases tagged with the tags listed in `excludedGroups` get executed though they are not with `3.5.0` (as expected).

<plugin>
<groupId>org.apache.maven.plugins</groupId>
<artifactId>maven-surefire-plugin</artifactId>
<version>3.6.0</version>
<configuration>
<excludedGroups>slow,time-out,stale-conn</excludedGroups>
</configuration>
</plugin>
```
The problem should be reproducible with the master branch of Apache HttpClient
I could not find anything related to excluded groups or tag exclusion in the 3.6.0 release notes.

Well, this can be "fixed", but the issue with the given project is testcontainers bringing `junit:junit` here.
There are 2 workarounds:
- Upgrade to Testcontainers 2.x
- Add junit-vintage-engine as a test dep
Anyway the fix for #3468 will fix this as well.

I just wanted to say that I can reproduce the issue when upgrading from 3.5.6 to 3.6.0, so it was definitely introduced in 3.6.0 . As far as I can tell though the excludedGroups aren't always ignored, it depends on the rest of the configuration (I haven't figured out on what exactly).
