I ran into this issue, and I'm on a Mac (not Windows).  I think we can re-title this issue to "solr CLI -e example doesn't honor some other CLI options".  I tried to pass -f which was ignored, and I tried -a to run in debug mode and it barfed with the error {{Failed to parse command-line arguments due to: Unrecognized option: -Xrunjdwp:transport=dt_socket,server=y,suspend=n,address=1044"}}.  

So it's not immediately clear how I'm going to get past this... maybe I'll observe the SolrCLI invocation when I run the script with "sh -ex" and hack that to include the debug options I want.
