IMPALA-15557: Use Toolchain stdlib
The devcontainer image is built on top of Ubuntu 22.04 which contains
a version of libstdc++ that is now too old after the GCC 15 upgrade.
Removes exporting the LD_LIBRARY_PATH env var which causes scripts
and commands to use the toolchain libstdc++.
Testing accomplished by building a devcontainer image with this
change and running a devcontainer using this image.
