   Convert string booleans with Boolean.valueOf while retaining JSON booleans and byte conversion. Deduplicate an initialized path by its cached metadata instead of comparing an upstream host with an application name. Empty proxy lists retry initialization; metadata updates replace the cached descriptor, and removal clears the path's proxies.
   
   Tars now lives in plugin-store. All 31 Tars tests pass on Microsoft OpenJDK 17.0.18, including distinct app-name/upstream-host, duplicate metadata, initialization retry and boolean string regressions. Checkstyle, Apache RAT and git diff --check pass. The main repository Maven wrapper invoked this store reactor with -f because store has no wrapper. No live Tars server or Docker E2E was run.
