Windows 7 now seems to have some kind of broken file caching which defeats file-based locking almost completely.  I'm not sure what windows update applied this, but starting the agents process seems to pick up state that has manifestly been deleted from the file system.

For MCF 2.0, it's probably a good idea to get rid of file-based synch entirely, and require people to use ZooKeeper instead.
