   - [ ] adapter the existing compaction sub-pipeline to cover MDT;
   - [ ] move the existing MDT inline compaction on coordinator to be async(both schedule and execution) if RLI is enabled
   - [ ] add tests
   
   **Why this task is needed:**
   required by efficient MDT access
