[I] [JS] Support REE [arrow-js]

   ### Describe the enhancement requested
   
   As far as I can tell, REE isn’t currently supported in arrow-js. Is this already in the works?
   
   We may be interested in helping by contribute it, especially if it would be acceptable to only support reading it from IPC file/stream (that’s our and I would expect most people’s use case).
