[dispatch-router] 1.18.0-RC1 release delayed

Hi all,

I'm going to delay the 1.18.0-RC1 release until fixes land for the
following two bugs:

https://issues.apache.org/jira/browse/DISPATCH-2286
https://issues.apache.org/jira/browse/DISPATCH-2289

These bugs can cause the router to crash while under load.  I expect
to have fixes available in the next couple of days and will spin up
the RC1 once they land...
...assuming no other nasty issues are discovered in the meantime.
