   If we do this, we'll want to re-organize the non-API-endpoint packages as well so that the `api` directory sticks out more, since that's where the important stuff will be.
   
   IMO it would make sense to do this after we remove Traffic Ops Perl so the normal `traffic_ops` directory can be *the* directory for Traffic Ops Golang.
