svn upgrade problem win2k

Hi All,

I have just upgraded my windows 2000 workstation to the latest versions of Tortoise 
and subversion.  In running the windows installer I have run into a problem where the 
installer can't delete the existing file iconv\utf-8.so.  I seem to recall having run into 
this problem the last time I upgraded svn (to 1.0.5, from memory), but I didn't have 
the time to report it at the time.

I've tried stopping other applications I was running that might have been using this file 
(Apache, tomcat, all explorer windows etc).  I have just checked the utf-8.so using a 
dependency checker and it reports that the file is depended on by ntdll.dll (via 
kernel32.dll and msvcrt.dll).  I wonder if it's related to my use of the win2k version of 
Apache on the same machine as a colleague here has just upgraded without a 
problem and AFAICT, the main difference between her machine and mine is that she 
doesn't have Apache installed.

Has anyone else seen this problem?  For now, I have just clicked the "ignore" button, 
but what is the consequence of doing this?  After I did that, it also baulked on a 
couple of other .so files before completing (windows-1252.so and _tbl_simple.so).

I've also checked the Issue Tracker but couldn't find any reference to any similar 
sounding problem.
