TRAFODION-2885 dcs server cant be restart while switching master
Check all configured servers, if the server is not watched by zookeeper during dcs master or backup master starting, add to the restart queue, then dcs master will try to restart it.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/mashengchen/incubator-trafodion dcsServerNotRestart2
Alternatively you can review and apply these changes as the patch at:
https://github.com/apache/trafodion/pull/1372.patch
