dbtags validated

OK, I've submitted a cleaned-up version of the
taglib-doc.dtd that validates against DBTags.  The DTD
should be good enough quality to adopt, if you choose.
 Please note, however, that I couldn't review all the
XML documents, so there may be elements missing if
they were not used in the application taglib.  (A good
reason to always provide a DTD for a complex schema.) 
Feel free to add missing elements to the DTD, provided
that your change is backward-compatible.
