org.apache.xerces.xni.XMLDTDHandler.unparsedEntityDecl should have a
baseSystemId parameter; externalEntityDecl has a baseSystemId
parameter and unparsedEntityDecl needs one just as much.  This is part
of the infoset: it's the [declaration base URI] property of the
unparsed entity information item.
