Problems with ACL

I have installed JSPWiki and enables JAAS security. Created admin user and testuser1.
I added the following line in a wiki and even an anonymous user is able to edit it.
The anonymous user can even edit the Admin group by adding or removing members.
[{ALLOW edit testuser1}]
Could you pls tell me what I could be missing?
