If I understand correctly, the NekoBean mascot is not a part of the NetBeans project. Rather it is the property of Kazuko-san. 

On the page you say that NekoBean is "a mascot of the Apache NetBeans Community". Is it used for all NetBeans communities, or does it remain only used by the Japanese community?

Asking in a different way:  If someone did something with the mascot that was considered 'wrong', for example drawing a new image that insults the NetBeans community, would you expect the Apache NetBeans project to be the one leading the complaint or would you expect the local Japanese community to lead the way?

My suspicion is that Apache NetBeans should be treating the NekoBean mascot as a trademark of the project (if i understand correctly, both logos and mascots are trademarks). I'll let you respond to the above and then I'll ask others for their thoughts.
