Backporting OAK-8088 to 1.10 and 1.8

This improves diagnostics about the timing of the DocumentNodeStore 
background ops. It will help diagnosing performance problems that we 
have recently seen in 1.8 in a command line tool that showed weird 
behavior upon repository shutdown.
