On PDFBOX-3974, [~tilman] added the use of {{download-maven-plugin}} to download test files. This allows for caching of files, and it appropriately applies corporate proxy settings.
There are a few tests that could be updated: PDButtonTest, MergeAnnotationsTest and MergeAcroFormsTest.
