[IP CLEARANCE] MXNet MShadow project contribution

Hi all,

Apache MXNet received a donation, MShadow [1], which assimilates this previous 3rdparty dependency into MXNet code base.

The IP clearance form can be found at
https://incubator.apache.org/ip-clearance/mxnet-mshadow.html

Secretary has confirmed that SGA is received [2]. Committers of this project are also committers of
MXNet and ICLAs are already on file. For the contributors of MShadow, we have ICLA on file for
63 out of 70 contributors who contributed 899 of 913 commits. Discussion thread for accepting this
can be found here [3].

Please vote to approve this contribution. Lazy consensus applies: if no -1
