Archiving Tobago 3.x

Hi folks,

I would like to archive the Tobago 3.x branch.

That means:

  * 3.x will be marked as "archived" on the demo page.
  * No updated will be done on the branch, like
      o versions of dependencies
      o bug fixes.

The 4.x branch will be maintained for important fixes. Upgrading from
3.x to 4.x is easy. The main development take place in the 5.x master.
(Tobago 2.x will be supported longer, because the upgrade is more complex.)

Any suggestions?
